The task manager will be responsible for supervising and performing the day-to-day management and administration of task order requirements for a team consisting of 20 members. 

Duties/Responsibilities: This position will include, but is not limited to, the following tasks:

  • Designing, planning, establishing milestones, and overseeing deadline completion, resource management, risk assessment, and tracking, including ensuring all deliverables and timelines are met.
  • Responsible for providing an independent evaluation of processes, systems, and controls, including conducting independent reviews to ensure compliance with best practice standards and frameworks such as NIST SP800-53 rev5 compliance, ensuring compliance with federal security standards and regulations (e.g., NIST, FISMA) and prepare for audits and assessments.
  • Produce implementation guides and end-user guides for capabilities; provide field, data definition, and data flow documentation and format technical publications from pamphlets, technical drawings, and consultations with technical personnel and other available resources. Responsible for the creation and adherence to documentation standards and guidelines. 
  • Develop and update Zero Trust policies, procedures, and guidelines in alignment with federal regulations, industry standards, and organizational needs and maintain comprehensive documentation of Zero Trust architecture, policies, and procedures.
  • Conduct risk assessments to identify vulnerabilities, threats, and potential security gaps within the federal agency's infrastructure.
  • Define and execute the organization's Zero Trust strategy, ensuring it addresses network, application, and data security comprehensively.
  • Implement and oversee access controls, including user authentication, multi-factor authentication (MFA), and authorization mechanisms.
  • Manage Identity and Access Management (IAM) solutions to ensure that user identities are verified, and access is granted on a need-to-know basis.
  • Design and enforce network segmentation to limit lateral movement within the network and segment sensitive data.
  • Develop and maintain the architecture for a Zero Trust environment, incorporating micro-segmentation, least privilege access, and encryption.
  • Evaluate, procure, and integrate security tools and technologies that support Zero Trust principles, such as behavior analytics, threat intelligence feeds, and endpoint detection and response (EDR) systems.
  • Assess and manage the security posture of third-party vendors and contractors to ensure they meet Zero Trust requirements.
  • Maintain detailed records, incident reports, and security documentation. Provide regular reports to federal authorities and management. 
  • Supervise and lead a team of security professionals responsible for implementing and maintaining Zero Trust measures.
  • Manage Zero Trust-related projects, including planning, resource allocation, and timelines.
  • Assess and improve the organization's Zero Trust strategy and security posture based on evolving threats and technology advancements.

  • A bachelor’s degree from an accredited institution of higher learning in a computer discipline or a BS in Management, and 5 years of relevant experience.
    • Degree not required with 10 years of related experience. 
  • At start date, must possess CISM, CISSP, or GSLC certification. 
  • 7 years of experience as a program manager/task lead in a Federal environment, with experience leading cross-functional teams and handling the day-to-day management and administration of a task order/ contract. 
  • Strong experience with Zero Trust architecture and implementation. 
  • Experience in launching, directing, and managing large-scale programs and performing management functions such as planning, scheduling, organizing, and tracking processes, ensuring the feasibility of each project.
  • Experience in Agile Project Management and Jira.
  • Highly experienced in continuous improvement and organization change management. 
  • Ability to accommodate multiple task areas within the HHS ACF program. 
  • Collaborate and communicate effectively with federal agency stakeholders, including executives, IT teams, and external partners.
  • Ability to communicate at all levels, both verbally and written, and conduct meetings and presentations. 
  • Pursuant to a government contract, this specific position requires U.S. Citizenship. 
  • Must possess or be able to obtain a Federal background investigation of Tier 2 Critical Non-Sensitive (Form SF 85P). 

Desired Qualifications and Skills: It is desirable that the candidate has the following qualifications:

  • Current Project Management Institute Project Management Professional (PMP) certification. 
  • Experience in HHS as a Government Employee or Contractor.
